Khandkar Rashed Maksud, chairman of Bangladesh Securities and Exchange Commission (BSEC), the regulatory body of the capital market, got the rank of senior secretary. He has been serving as the 10th Chairman of BSEC since August 19 this year.
The Ministry of Public Administration has issued a notification in this regard on Sunday. It was signed by Deputy Secretary Aminul Islam on the order of the President.
BSEC executive director and spokesperson Mohammad Rezaul Karim confirmed this information on Monday.
According to the notification of the Ministry of Public Administration, Bangladesh Securities and Exchange Commission Chairman Khandkar Rashed Maksud has been given the rank of senior secretary to the government for the tenure of the Bangladesh Securities and Exchange Commission. This order was issued in public interest.
In this regard, BSEC spokesperson Mohammad Rezaul Karim said, 'We are proud to give the rank of senior secretary to BSEC chairman Khandkar Rashed Maqsood. BSEC congratulates him for this. We expect that under his efficient leadership, the learned commission will complete the capital market reform program in the future.
Rezaul Karim also said, 'The commission will work on the policy support needed to take the capital market to a world-class position in the future. We are hopeful that vibrant, mature, efficient and sustainable growth will be seen in the capital market under the leadership of BSEC Chairman Khandkar Rashid Maqsood.
After the fall of Sheikh Hasina's government on August 5, Professor Shibli Rubaiyat-ul-Islam resigned from the post of BSEC chairman on August 10. After this, Khandkar Rashid Maqsood was appointed as the new chairman of BSEC in a notification signed by Financial Institutions Department (FID) Deputy Secretary Farida Yasmin on August 18.
According to the notification, Khandkar Rashid Maqsood has been appointed as the Chairman of Bangladesh Securities and Exchange Commission for the next four years in accordance with Section 5 and 6 of the Bangladesh Securities and Exchange Commission Act 1993 and in accordance with Section 5 (2) of the said Act.
Prior to joining BSEC, Khandaker Rashid Maqsood was the Strategic and Business Development Advisor at the World Bank Group's International Finance Corporation (IFC). Khandkar Rashed Maqsood has 30 years of experience working in the banking sector in Bangladesh and abroad. He was the Managing Director (MD) and Chief Executive of Standard Bank Limited.
Rashed Maqsood completed his Masters from the Institute of Business Administration (IBA) of Dhaka University. He then started his career by joining American Express Bank as a management trainee in 1992. Prior to joining Standard Bank, he served as MD of NRBC Bank Limited and MD and Country Officer of City Bank NA Bangladesh.
Khandkar Rashed Maqsood has held senior management positions in various corporate banking groups in a successful banking career. He was Head of Financial Institutions Group at Citibank NA. After that he became the director and head of foreign transaction department of this bank in Bangladesh. He was later promoted to MD of City Bank's Jakarta office.
In 2011, Rashed Maqsood was appointed as MD and City Country Officer of City Bank Bangladesh. Khandkar Rashed Maksud also served as an advisor to the board of directors of Mydas Finance Limited in Bangladesh.
