Dr. Dr. is taking 5 projects in the Annual Development Program (ADP) to keep the health and social protection, development and economic activities of the people of the country. Interim government led by Muhammad Yunus. The total cost of these projects has been estimated at around Tk 4 lakh crore for two to seven years. The majority of this expenditure will come from foreign loans and grants. This information came out in a report by the Planning Commission's Implementation Monitoring and Evaluation Department (IMED).
According to the IMED report, the cost of these projects divided into 4 sectors has been fixed at Tk 1 lakh 5 thousand 5 crore 5 lakh. Of this, the Government of Bangladesh will finance (in 120 projects) Tk. The remaining Tk 1 lakh crore will come from foreign loans and grants.
Asked about the matter, planning adviser Wahiduddin Mahmud told today's newspaper, “In the past, the people's money has been lost by allocating the name of the project. The money has been smuggled abroad. We have scrutinized the projects, listed the logical projects to include the ADP. Fast implementation of these projects is essential for the country's economy and public welfare. So the projects have been given priority. '
The largest of the projects taken to include ADP is the health sector. The project, under the Department of Health Services of the Health, is called '1st Public Health, Population and Nutrition Sector Program'. This project, which cost Tk 1 lakh 5 thousand 5 crore, is taken during the past government. Considering the protection of the health of the common people, the interim government is incorporating the project to ADP. Most of the health sector infrastructure, disease prevention, health management and service activities will be conducted through the project. The World Bank, ADB, Pool Fund and MIIB are funding. The duration of the project is July 2021 to June 2021. Through this, more than 5 large programs including primary health care, hospital service management, infectious and non -communicable diseases, vaccination and nutrition activities will be conducted, which will play a major role in the health sector of the country.
Another major project that is included in ADP is the 'Dhaka Mass Rapid Transit Development (Line-1) route Southern' project. The past government took the project to improve the communication of the people of the country. The cost of the project was estimated at Tk 12,000 crore. The project, which was approved at the Executive Committee of the National Economic Council (ECNEC), has been spent on scrutinizing the project. As a result, the new cost of the project has been fixed at Tk. The project was supposed to begin in January this year. The term will expire in 2021. JICA will finance the project.
Economists say the government is under major pressure on foreign debt. Determining the loan repayment, donor companies have reduced the money of various projects. Not even promising. In such a situation, taking five more projects with foreign loans means pressing the economy. This is because donor agencies are offering long -term loans compared to other years. Short -term loan is taking interest at higher rates.
Economist and former Director General of Bangladesh Development Research Institute (BIDS). Mustafa K Mujeri said that economic benefits are not available as expected from many infrastructure projects taken during the past government. As a result, the government has to burden the loan of these projects. These things need to be thought of before listening to the new ADP or RADP project. Otherwise, the economy will bring great danger in the future.
According to the IMED report, the third highest expenditure project in terms of expenditure is 'B-Terminal's naval infrastructure and backpack connection facilities development project'. The cost of the project, which is financed by the World Bank, has been estimated at Tk. The project will expire in June 2021.
Among the other projects, the Hatikumrul-Banpara-Jhenaidah Highway Development Project, which started in January this year, costs Tk. AIIB will assist the loan. The project will expire in 20.
The Fifth position in terms of expenditure is the 'Capacity Development of Civil Service Project' in the Information and Communication Technology (ICT) sector. JICA is funding this project worth Tk 1,000 crore. The project, which starts from July this year, will end in June 2021.
Asked about such projects to become ADPs, the special fellow fellow of the Private Research Institute Center for Policy Dialogue (CPD), Mostafizur Rahman, told today's magazine that the interim government has reviewed the country's ongoing projects. The projects that do not require the projects are not required, the projects have been canceled. Several projects had irrational expenses, they were excluded. This process has been good.
The government's projects are allotted to the social security sector as well as agriculture and electricity and energy sectors. He said they were used for economic and public welfare projects.
IMED reports that ADP projects are divided into 4 sectors. The most important of these has been given to the housing and community facilities sector. Twenty -two projects have been taken in this sector. In addition to agriculture; 20 in electricity and fuel; Transport and communication 1; 1 in education; In general government service 1; 1 in local government and rural development; Environment, climate change and water resources 1; 1 in the industrial and economic services sector; 1 in IT; Religion and entertainment 1; 1 in health; A total of 5 projects have been undertaken in public order and protection and two of the social security and cabinet divisions.
Zedi Sattar, chairman of the Private Research Institute Policy Research Institute (PRI), said that some of the ongoing projects in the health, electricity and communication sectors were included in the ADP for the fiscal year 2021-27. The reason for this is that the Metrorail is currently underway, adding another part of the metro to the capital will be public -friendly and good news for the economy. It is tested.
