Manipulation of the old syndicate in the new tender of three crore rupees

The old mafia syndicate of the Awami era is running a scheme to win the tender of about 3 crore rupees by excluding the lowest bidder of Faridpur Medical College Hospital on the pretext of non-PPR conditions. In this hospital, which has been widely criticized across the country for corruption cases such as curtains bought for 37 lakh rupees, even during the current government's tenure, it has been alleged that irregularities and corruption are going on by managing various quarters.

According to the related sources, Faridpur Medical College Hospital authorities called for re-tender for the second time on September 23 for the food supply work of the current financial year. Tender Package No-2. Seventeen contracting firms bought the schedule but 6 firms submitted tenders. Among them, a company named M/s Chiddiki Enterprises was the lowest bidder by submitting a bid of Tk 2 crore 18 lakh. But instead of selecting the lowest bidder for the work, the tender evaluation committee selected another company as the contractor for the work at a higher price of Tk 40 lakh.

In the summary of the tender evaluation committee meeting last November 4, it is said that in the tender for the supply of foodstuffs, M/s Siddiqui Enterprise did not submit the original copy of the work experience certificate with their submitted tender and there is a clear difference in the signatures of the two experience certificate issuers submitted with the tender despite the signature of the same person. The matter has been proved to be signature forgery.

It is learned that before this re-tendering of food supply works, the first tender for food supply works was called in July last. And the lowest bidder in that tender was M/s Chiddiki Enterprises. But in the same way they were not given that job due to inconsistency of experience certificate. However, at that time, the director of Faridpur Medical College Hospital gave a written letter to the director of Shahid Tajuddin Ahmad Medical College Hospital, Gazipur, to verify the certificate of experience. Memorandum No. Pari/BSMMCH/Faridpur/2024/242, Dated- 29 July 2024. In the return letter No. Pari/Shahtaj:Ahmek:Has/Gazi:/2024/1773 in a letter No. Shaheed Tajuddin Ahmed Medical College Hospital Director Dr. Md. Aminul Islam checked the experience certificate and said it is correct.

On the other hand, the first tender documents did not have any stipulation regarding experience certificate. However, in the re-tender additional condition of submission of original copy of said experience certificate is included. Re-tender rates are also increased to allow syndicate members to get work so that others are stuck with experience terms.

In this regard, Tanveer Ahmed Siddiqui, the owner of M/s Siddiqui Enterprises, the lowest bidder, submitted a written complaint to the director of Faridpur Medical College Hospital on November 13.

Tanveer Ahmed Siddiqui said in the complaint that submitting the original copy of the documents submitted with the tender is a clear violation of the PPR. The Tender Evaluation Committee has tarnished his business reputation by citing his work experience certificate as fake in the resolution without any inquiry. They resorted to this irregularity and corruption with the connivance of some dishonest employees for the purpose of causing financial loss to his business. He demanded that the submitted tender documents be properly scrutinized and his tender accepted.

According to the complaint received, a mafia syndicate has been formed around the tender trade of Faridpur Medical College Hospital for the last 15 years. This tender is led by the younger brother of a top leader of the district Awami League. During the previous Awami League period, apart from FOMEC Hospital, this syndicate has continued tendering in various government institutions including Faridpur's LGED and BADC.

It is alleged that Mohiuddin Chowdhury Sohan, who is currently in charge of the chief accountant and the chief assistant, is working on behalf of this syndicate in Faridpur Medical College Hospital. As his assistant, the accused in the curtain scam case and the associate professor of the dental department of Faridpur Medical College Hospital Dr. Ganapati Biswas Shuvo's brother Prakash Biswas and another office assistant of the same hospital. Mobashwer Hossain.

Mohiuddin Chowdhury Sohan denied the allegation of his involvement in any syndicate and claimed that all the above sirs take care of the tender process issues. They don't know anything about these things.

However, the statements of Mobaswer Hossain and Prakash Biswas are not known.

If you want to know, the president of the tender evaluation committee. Abdul Gani Ahsan said, additional time is wasted for the verification of the documents submitted in the tender. For this, the original copy of the experience certificate was asked. And since the signatures of the experience certificate do not match, they think it is a fraud. Hence the second lowest bidder is considered responsive.

Faridpur Medical College Hospital Director Dr. Md. Humayan Kabir said, according to the rules, it is asked to add the original copy to the tender documents according to the PPR. However, M/s Chiddiqui Enterprise submitted the attested certificate instead of the original copy. It is not our responsibility to know whether it is genuine or fake. We have asked for the original copy. He didn't give.

He said that he has received the written complaint of M/s Chiddiki Enterprises and said that after giving the NOA (Notification of Award) to the selected contractor, we will respond to the complaint in writing.

Besides, when asked about the syndicate formed around Faridpur Medical College Hospital, he claimed that on the contrary, he is trying to break more syndicates and said that he has already broken a syndicate of nurses by coming here.
