He said Ukraine could then try to negotiate the return of Russian-controlled territory through 'diplomatic means'.
But this suggestion is highly theoretical, as Zelensky points out. No one has yet made such an offer to Ukraine. Moreover, it is highly doubtful whether NATO would ever consider such a move.

He said many people were proposing a ceasefire. But any ceasefire without measures to prevent Russia from attacking again is too dangerous. And only NATO membership can provide such a guarantee.
Ukraine's president has already said he thinks the war could end next year if Ukraine's allies show enough resolve.
The so-called West German model of giving NATO membership to a divided country has been under discussion in the West for more than a year, the report said. However, no official proposal has come yet.
During the election campaign, newly elected US President Donald Trump promised to end the war within '24 hours'. Meanwhile, Zelensky himself has said that Kiev wants to end the war by 'diplomatic means' in 2025.
