The disruption of the global order established after the Second World War also affects trade and the shared rules of the game that, through the World Trade Organization (WTO), sought ensure a level playing field for all players. In this new era, Europe must tighten its surveillance on unfair trade practices and refine its trade defense instruments (TDI), especially investigations and controls, to combat threats such as the “systemic and structural industrial overcapacity” of some countries, as claimed by France and Spain in a working document sent to Brussels and also signed by Italy, the Netherlands and Lithuania.
