Various discussions have started after the administrator said that two top leaders of Bangladesh National Citizen Party or NCP had taken Tk 25 crore allocation from Comilla Zilla Parishad.
Md Mostak Mia, the current administrator of the parishad and BNP leader, has alleged that this money was ‘abnormally’ taken from the zilla parishad’s revenue fund during the interim government for Muradnagar and Debidwar upazilas. However, two NCP leaders have accused this statement as politically motivated.
Asif Mahmud Sajib Bhuiyan, who later joined the NCP, was in charge as an adviser to the interim government at that time. He is currently the spokesperson of the party. On the other hand NCP leader Hasnat Abdullah is currently elected as Member of Parliament. Both of them played a leading role in the anti-Sheikh Hasina movement.
BNP leader and Comilla Zilla Parishad administrator Md Mostak Mia said at a function organized on the occasion of the death anniversary of former president Ziaur Rahman at Comilla Shilpakala Academy on Saturday, “Asif Mahmud has taken 15 crores of our own revenue money and another Hasnat Abdullah has also taken 100 crores. So this is a situation of coordination.”
Md Mostak Mia told BBC Bangla on Sunday that this money was taken in the form of allocation for the upazila of these two leaders of NCP. Zilla Parishad Administrator Mr. mia
He told BBC Bangla, “We think this is an unusual allocation. Because some part comes from the ADP and some part comes from the revenue fund. Both of them took the entire money in the name of the project in their area.”
Meanwhile, NCP spokesperson Asif Mahmood Sajeeb Bhuiyan denied such allegations.
Asif Mahmud said, “He is clearly saying this for political purposes. He is no longer a government official or a government official. He is an administrator appointed by BNP.”
It should be noted that the current administrator of Comilla District Council. Mostak Mia is the co-organizing secretary of Comilla division of BNP.
On the other hand, NCP leader Hasnat Abdullah says, “A responsible person without understanding the difference between revenue allocation and ADP allocation is a politically motivated statement. These funds were spent on projects, unrelated to them as individuals.

What did the Zilla Parishad administrator say?
After BNP came to power, the co-organizing secretary of Comilla division of BNP, Md. Mostak Mia, was appointed as the administrator of Comilla Zilla Parishad.
He claimed that such allocation for only two upazilas is unusual. In other upazilas normal like: 10 or 20 lakhs allocation has been given.
Md. Mostak Mia told BBC Bangla, “It is definitely an unusual allocation. Other upazilas have not been given like this. If there had been something more or less in all upazilas, it could have happened. But this is an unusual allocation.”
“Well, let’s see how he was an advisor, how is he bringing, influencing but another was not an advisor or was not in anything of the government. So how can they take allotment of so much money” he said.

He told the BBC, “Through the project, he allocated special allocations to his area, it cannot be given like this. So much allocation in one upazila! Five lakhs, ten lakhs in another upazila. This is what I want to convey. This kind of discrimination cannot happen. There is no such unusual allocation anywhere else.”

What are Asif Mahmud and Hasnat Abdullah saying?
Asif Mahmud Sajib Bhuiyan Mahmud, a former advisor to the interim government and now NCP spokesperson, told BBC Bangla, “He is saying that 15 or 10 crore rupees is not true, he is exaggerating. Five crore rupees have been allocated for Devidwar and five or six crore rupees for Muradnagar.”
Asif Mahmud Sajib Bhuiyan was in charge of the advisor of the Ministry of Local Government at the time when these allocations are being discussed.
He said that during the time of Local Government Advisor, in view of the application from a special allocation sector of the Local Government Department, an allocation of 500 crore rupees was given for the work of various institutions including mosques, temples, educational institutions in these five sectors – Zilla Parishad, Upazila Parishad, City Corporation, Municipality and Union Parishad.
The former adviser said that the money allocated to ADP was given for several small projects and not from the revenue budget, but from the special allocation fund of the Ministry of Local Government.
He said that there are also records of how many crores of rupees have been spent in which sector of the project of three lakh to five lakh rupees.

In a Facebook post, Hasnat Abdullah claimed that this allocation was not given from the revenue sector of the Zilla Parishad. Debidwar, like other upazilas, has been allocated through the ADP scheme of the Local Government Department, which is implemented through the Zilla Parishad.
“The allocation for Debidwar was Tk 5 crore. It has no involvement with the revenue sector of Zilla Parishad. So claiming it is revenue sector money is a blatant lie,” wrote Hasnat Abdullah.
Hasnat Abdullah wrote on his Facebook page, “He said we took the money. But this money has been spent on a total of 42 projects. This money has nothing to do with us as individuals. This money has been spent in various sectors through the district administration and upazila administration.
Hasnat Abdullah alleged that a responsible person made a politically motivated statement without understanding the difference between revenue allocation and ADP allocation.
In that Facebook post, he also wrote, “It is not unusual for the upazila to be allocated from the district council. Such allocations are made under the budget every year. The allocation given for Devidwar upazila has also been spent through the upazila administration. An account of every rupee of that expenditure is preserved in the Government records.”
Mr. Abdullah has also attached the list of the sectors in which it has been spent at the bottom of his post.
When BBC Bangla inquired about this audio, Comilla Zilla Parishad Administrator Md. Mostak Mia said, “They broadcast it in cut-pieces as per their choice, but there was a lot of talk there.” In his convenient place… he did injustice by giving it on social media, one to one talk, he can’t give it.”
What exactly happened with the money allocation of the two upazilas?
In Muradnagar and Debidwar upazilas of Comilla, when the allegations of allocation of money were raised during the financial year 2024-25, Md. was in charge as the district administrator and district council administrator. Amirul Qaiser.

This official said that the projects that are implemented through the district council are done through two funds.
One of these is the revenue budget i.e. the district council’s own income budget or revenue fund. Another is the Special Allocation or ADP Fund given by the Ministry of Local Government to all Zilla Parishads across Bangladesh.
Mr. Kaiser said that after August 2024, the Zilla Parishad committee was formed through some district level officials and upazila executive officers.
The members of that committee scrutinize all applications of all upazilas in a monthly meeting and decide to allocate money according to the project.
In that meeting of the Zilla Parishad, it was decided to allocate five crore rupees to 24 projects in Muradnagar upazila and 42 projects in Debidwar upazila.
The statement given by the current administrator of Comilla about the allocation of 10 or 15 crore taka is not correct, the then administrator Mr. Kaiser.
Mr. Kaiser told BBC Bangla, “This figure is probably not 10 or 15 crores, I can’t say exactly. But 5 crores… This is a special ADP that the Ministry of Local Government has given to other upazilas through Zila Parishad and to many districts of Bangladesh.”
He said that apart from Muradnagar, Debidwar, Sadar Upazila was also given special allocation of five crore taka for ADP in two financial years.
Asif Mahmud was serving as an advisor to the Ministry of Local Government when this allocation was given.
BBC Bangla. Amirul Qaiser said that after the district council committee scrutinized the project, it was approved by the Ministry of Local Government. Later tenders are made through EGP or Electronic Government Purchase. Later the contractor can start the project work.
According to the policy, the local government ministry can give special bulk allocation or ADP at any time of the year in the district where it is needed, said Mr. Kaiser.
However, according to the policies of the district council, where and on which project the money will be spent should be precisely accounted for.
