Long perceived as an academic Eldorado, combining quality of education, modern infrastructure and moderate fees – especially in Quebec – Canada is seeing this image crumble. In question, the establishment by the government, in January 2024, of a ceiling on the approval of study permits for foreigners. When presenting its new immigration plan in November 2025, Ottawa further scaled back, lowering the number of these permits – 155,000 new foreign students authorized for 2026, half as many as in 2025. Likewise, the admission conditions for post-graduate residence permits are becoming more selective. Concern is spreading to establishments, which are struggling to preserve their power of attraction and fear a decline in the quality of their teaching.
