Parliament’s letter to enact special provisions for wartime conditions in support of economic activists


Mohammadreza Rezaei Kochi, the head of the supervision faction of the Chambers of Guilds, Commerce, Industries, Mines and Agriculture of the Islamic Council in an interview with the parliamentary reporter. Tasnim News Agencyinformed about sending a letter to the President Masoud Bizikian with the issue of establishing and immediately promulgating special regulations for war conditions to support economic activists, the continuation of activities and the validity of previous decisions.

The text of the letter is as follows:

Due to the special conditions and dangers and the war situation of the country, a significant part of investors, economic activists, contractors and persons with contracts with public sectors including government agencies, municipalities, public and revolutionary institutions, banks and financial and credit institutions have faced uncertainties and serious risks in the continuation of their activities.

The continuation of this situation can slow down the implementation of plans and projects and irreparable harm in the market, disrupt the flow of investment and increase the problems of economic actors, while many of these cases can be managed simply by continuing to carry out remedial work and many can be managed with the flexibility of the public. In such circumstances, it is necessary and urgent to take supportive and facilitating decisions by the respected government to protect the country’s economic capacities and maintain the dynamics of production and investment activities.

With the above description, it is hoped that you will urgently order the establishment of the necessary regulations and protective instructions with the aim of reducing the negative effects of the current conditions on production, investment and employment and notify all executive bodies, municipalities, public and revolutionary institutions, banks and financial and credit institutions to take urgent action so that while creating relative stability for economic actors, production and service capacities will be preserved and the effects of Genk will be reduced.

Some important axes are suggested:

1. Emphasizing the continuity of credit and speeding up the implementation of previous approvals, decisions and agreements related to economic actors, especially in the areas of discounts, remissions, debt installments and the granting of approved financial facilities.

2. Strong emphasis on applying flexibility in dealing with the obligations arising from the current contracts of economic actors with the public sector, including the extension and increase of contractual deadlines, taking into account the financial and executive effects of existing special conditions and avoiding strict actions, especially related to guarantees, crimes and contractual dealings.

3. Facilitating access to financial and credit resources from banks and financial and credit institutions to continue the activities of economic enterprises and ongoing projects.

4. Preventing any suspension of the matter in the conditions of disconnection or disruption in electronic systems, especially by providing alternative methods.
