Including free primary services include health care in the Constitution as a fundamental right


By issuing an ordinance during the period of the interim government, amending the constitution should be included as a fundamental right and the Health Sector Reform Commission has proposed to provide primary health care free.

The report of the Health Sector Reform Commission was handed over to the Chief Advisor Prof Muhammad Yunus at the state guest building Jamuna on Monday (May 7th). Then the chairman and other members of the commission highlighted the main issues of the report at the Foreign Service Academy in the capital.

The commission's recommendation also said that the old law should be reviewed and consistent to ensure patient protection, financial allocation and continuity, accountability and urgent preparation. In addition, new laws have to be enacted.

Among the proposed new laws are – Bangladesh Health Commission Act; Bangladesh Health Service Act; Primary Health Services Act, Health Protection Act; Act of Drug Price Determination and Entrance; Allied Health Professional Council Act; Bangladesh Medical Research Council Act; Healthcare provider and patient security law; Hospital and Diagnostic Eleration Act; Bangladesh Safe Food, Drug, IVD and Medical Device Law. The Commission also said that the Act of Bangladesh Medical and Dental Council Act, Medical Education Accessibility Act, Nursing and Midwifery Council Act, Bangladesh Pharmacy Council Act, Tobacco Control Act, Municipal and City Coporation Act need amendment.

Health Reform Commission chief national professor Dr. AK Azad Khan said that a citizen of health care is a constitutional right to a citizen. In this case in the health sector, the budget is very low, it is possible to do this budget if it can be done properly. Secondly, if healthcare is to be provided, then a separate health authority must come under. We have suggested that the Bangladesh Health Commission will look after it, another is the health care department, it has to be decentralized. It will not be in one place, one can be one in each section. This can be done in Dhaka and Chittagong, two major divisional cities in the country.

He added that another thing is that health education, this thing cannot be transferred or part -time jobs. We have suggested that health education institutions will be like the autonomous institution of the government. There will be no job to transfer here, those who are academic posts here will do full -time jobs, do not practice outside. So that quality or talented people are attracted, they need to make a separate pay scale for them, and the institutional income and the income of the person can be created by looking at the patient in the private practice.
