The Chairman of Capital Development Authority (Rajuk) Major General (retd) said that the occupancy certificate will be given in advance by amending the building construction rules. Md. He said this while inaugurating the fair of Rehab, an organization of housing traders, at the Bangabandhu International Convention Center in Agargaon of the capital on Monday afternoon.
RAJUK chairman said that earlier the plan was passed during the construction of the building. In reality two plans were passed. A strategic plan and a working plan. There was a fear. For whatever reason, it was left to take a chance. There was a problem when occupancy was taken after completion. Now the new rules say that the occupancy certificate will be given long before the construction of the building is completed. Officials in charge of Rajuk will now visit, inspect and sign off on every stage of building construction.
Rajuk chairman said, many people take many years to build houses. Again, if the flat is constructed, it is delayed in handing over. Want extra money. It should be seen that these do not happen.
He said that the DAP regulations are expected to be finalized within the next two weeks. An advisory committee has also been formed for this. All work is done. They are all online. December 22 was its last day. There have been many meetings. Many have strong opinions there. They are reasonable. They have been taken into consideration. Hopefully there will be no further difficulties.
Siddiqur Rahman said that after joining Raju, Rehab met him for the first time. Rehab's demand was to revise DAP and rules. The ministry and the government are looking at this matter seriously.
He said that the rules are being made in such a way that the certificate of occupancy, which was earlier problematic and complicated, is being made much easier. The complexity that was on Rajuk's side is being simplified. That is why the people of Rajuk have been given the responsibility. They will be responsible for future delays. It will also be said that air conditioning will be installed in the building. It will be told how the Suarez method will be. The use of block bricks will increase from 2025. Care is being taken to make the building environmentally friendly.
RAJUK chairman said that every year the rehab fair has a business of Tk 20 thousand crores.

It is in crisis due to these reasons. The vested interests of the previous autocratic government hastily conducted the nomination hearing during the Corona period and formulated the discriminatory and flawed Detailed Area Plan or DAP on August 22, 2022 without taking into account the opinions of the people. As a result, the development of Dhaka city has come to a standstill. This has created discrimination among the city dwellers.
He said that a full recommendation has already been given to the RAJUK chairman on behalf of Rehab. I am waiting for the solution.
This time the rehab fair will continue till December 27. There are a total of 220 stalls in this fair. This year seven gold sponsors, 18 co-sponsors, 18 building materials and 10 investment companies are participating.
The fair will run from 10 am to 9 pm. Entry fee for single entry ticket to the fair is Tk.50. And the price of multiple entry ticket is Rs. 100. A visitor can enter 5 times during the fair with a multiple entry ticket. Apart from housing companies, building materials and financial institutions are also participating in this fair.
Rehab Housing Fair started in Dhaka since 2001. This is Rehab's 26th fair held in Dhaka. Besides, Rehab has successfully completed 15 fairs in Chittagong. Rehab has been organizing housing fairs abroad since 2004.
So far 12 rehab housing fairs have been successfully completed in the United States, 1 each in United Kingdom, Dubai, Rome, Italy, Canada, Sydney, Qatar and 2 in Dubai.
