In the capital Metrorail Conflicts between Dhaka Mass Transit Company Limited (DMTCL) and the Regulatory Agency Dhaka Transport Coordination Authority (DTCA) are implemented. DTCA alleges that DMTCL is directly communicating with the ministry as a company under the DTCA under the law. This is creating confusion and complexity in implementing the project.
DTCA executive director Neelima Akhtar told the ministry in a letter sent along with the senior secretary of the Department of Road Transport and Highways on August 7. From this letter, the issue of conflict between the two organizations has been revealed.
Neelima Akhtar wants to know about the letter Today’s magazine‘Who said,’ You have to comment on the letter. I can’t say now. I will let you know the letter. ‘
The DTCA letter sent to the Ministry of Road Transport and Bridge said that on January 7, the DMTCL was formed to implement the month Rapid Transit (MRT) project with the approval of the government. Although the company has started activities with the approval of the DTCA from the early stages, it is currently contacting the ministry directly. This is creating confusion in implementing the project and DTCA is not able to play an effective role as a regulatory authority. According to the Metrorail law a company under DMTCL DTCA. Therefore, all their contacts with the ministry and other government institutions should be through the DTCA. In other countries of the world, such project -based companies are operated under the regulatory authority.
The letter also said that due to direct contact with the ministry, the Metrorail passengers and third -party insurance, delays in licenses, irregularities in wealth management and irregularities are being created. For this, the letter requested the ministry to take necessary steps to complete all decisions, instructions and activities in the future through DTCA. In addition, the letter requested the Ministry to direct DMTCL to direct the official banner, signboard and ‘Company under DTCA’ in publication.
Asked about the allegations of the letter, the director of the DMTCL (Administration) AKM Khairul Alam told today’s magazine that the documents that are contained in the DMTCL’s licensing terms and conditions are definitely sent through DTCA. However, they send things directly to the ministry. There is no obligation to tell everything to the DTCA. They admit the control of the DTCA as authorities. They do not think they are breaking any rules.
It is reported that according to the Metrorail Act of 20 and the Rules of 20, approval from the DTCA for the construction of the Metrorail and the change of route is mandatory. However, DMTCL did not get the approval of the DMTCL DTCA for the expansion of the route from Motijheel to Kamalapur of MRT-1.
Communication experts say the Metrorail can make a breakthrough in the capital’s mass transit. However, if the DMTCL and DTCA conflicts are not resolved rapidly, the project’s effectiveness, passenger service and future expansion planning crisis are in crisis.
If you want to know about the overall expert and Bangladesh Engineering University (BUET) Professor of Civil Engineering. Shamsul Haque told today’s magazine, ‘From the beginning, the DTCA has been created improperly. DTCA is virtually a crippled organization because of the lack of positional or technical capacity. The Ministry of Road Transport and Bridge has formed the institution mainly for the benefit of some people. The work of such an organization in the world is not in our country. ‘
