Of course, half of the pipe is purchased from the Shinging and the other half from another Chinese organization called Shandong Guoming at a lower price. Upon learning of the matter, the aggrieved Shrimans went to the court in China. Meanwhile, due to the lack of low quality pipes of the inexperienced organization, Dhaka WASA was also under pressure when various technical defects came out. Particularly in the places where the pipe has been paired or connected is not sustainable. Again, as the velocity of the water increases, cracks are appearing in different parts of the pipe.
Documents in today's newspaper show that Dhaka WASA filed a lawsuit in the Chinese court seeking legal remedy when Dhaka WASA was pressured on the matter. The Chinese court summoned the written explanation to the organization Shandong Guoming. In the court, Shandong Guoming said they had given less than Tk 5 crore to the concerned to get the job. However, in the written reply, the 'Tk 1 crore' has been demanded a service charge. However, there is nothing called such service charge in the project proposal (DPP).
Engineers of Dhaka WASA said that three institutions have been passed in compliance with the PPR (Government Purchase Rules). There has been an agreement with an organization to supply and set up the entire project pipe. As a result, half of the pipes do not have the legal opportunity to go out of the tender list and get pipes from other institutions. If the company that has passed the evaluation is unable to supply the product after three, then the goods can be taken from outside institutions. In that case, the PPR has to be followed. Here the law is practically disrupted.
According to sources in Dhaka WASA, the work of the project, which was involved in various irregularities, was originally undertaken on October 27. At the beginning of the original project divided into three packages, the cost was Tk. The term was till December 25. As the work was not completed, the duration of the project was extended by June 2022. The revised project has increased the cost of Tk 2,000 crore. It is now a project of Tk. Later, the term of the project was extended till June 2021 but did not end. At present, a new proposal to extend the term is reported to be in the local government ministry.
When asked, project director Wahidul Islam Murad said, “It is not confirmed when the project will end. There are many components here. There are also some technical issues. We cannot say the completion right now. '
Engineers concerned said that a 20 km line is being constructed from Baridhara to Rampura and Baridhara to Airport Road, Uttara, Gulshan, Banani and Kachukhet areas for the project divided into multiple packages. Baridhara-Bhatara transmission line will be constructed to bring the refined water of the water refinery to Gandharbpur. Construction of this line of 1 thousand 3 millimeters is underway. From this project, 100 million liters of water will be supplied to the capital daily. In the meantime, the allegations of irregularities and the contractor could create complications in the Chinese court in the Chinese court.
