What happens in an Interpol Red Notice?

However, a 'red notice' is being issued through Interpol to arrest fugitives abroad, including Sheikh Hasina, on the charge of July genocide.

The International Criminal Police Organization (INTERPOL) is an international organization whose main function is to assist international police.

Interpol works to coordinate the police forces of different countries around the world. Its headquarters are in Lyon, France.

Interpol issues Red Notices to locate and temporarily arrest certain individuals for extradition, surrender or similar legal action to Interpol.

If a red notice is issued against Sheikh Hasina, she will be displayed on the Interpol website with her photo. He will have some information there. However, Interpol cannot arrest a person holding a red notice.

According to Interpol's website, the names of 6,669 people from 195 member countries, including 47 people who are wanted by Bangladesh and 64 people who were born in Bangladesh, are hanging on Interpol's red notice board.

However, although almost all of the people on the red notice are named on Interpol's website, many do not have their photos. He is not mentioned in any district address. Some don't even have full names.

The National Central Bureau (NCB) of the police headquarters in Dhaka is responsible for sending the names of people who have fled abroad for crimes to Interpol and supervision.

Officials of this branch say that the names of 64 persons who have fled abroad for committing various crimes from Bangladesh and the details of their crimes have been sent to Interpol for issuing red notices.

These include the killing of Sheikh Mujibur Rahman and his family on August 15, 1975, murder, drug and human trafficking, possession of illegal weapons, stockpiling of explosives and dangerous weapons, counterfeiting of currency and stamps, killing of police officers, bombing of Awami League meeting, war crimes, rape, looting. And there are names of people involved in various crimes including genocide. Out of these 64 people, 63 are currently on Interpol's red notice.

How is red notice issued?

An Interpol Red Notice is an international law enforcement notice issued by Interpol to assist in locating and apprehending an accused or convicted person.

It is usually issued when a person is accused of a serious crime and needs to be extradited to another country for trial.

A red notice is not a valid international arrest warrant, but is a cooperative mechanism that informs the police forces of member countries that a particular person is on the run in another country in the world and that cooperation is needed to locate and prosecute him.

Current member countries of Interpol are 194. If there is a case in someone's name, a red notice can be issued if the government of a member country sends documents to Interpol.

In this case two types of important documents or information have to be sent. For example – 1. Name, date of birth, nationality, hair and eye color, photograph and fingerprints (if available) to identify the desired person. Information relating to the offense for which you are wanted. Usually murder, rape, child abuse or armed robbery.

Interpol says on its website that notices are requests for international cooperation, or warnings, that allow police in member countries to share important information about crimes.

These notices are issued by the General Secretariat of Interpol, are made at the request of the Interpol National Central Bureau of Member States, and are available in Interpol's Notice Database for Member States.

Notices may also be issued at the request of the International Criminal Tribunals and International Criminal Courts, particularly with a view to locating persons accused of genocide, war crimes and crimes against humanity.

Apart from this, notices can also be issued at the request of the United Nations for the enforcement of sanctions imposed by the United Nations Security Council. Most notices are for police use only and are not open to the public. However, a summary of the notice may be released to the public if a country so desires, seeking their cooperation. UN Special Notices are open to the public.

What happens when a red notice is issued?

In countries with which Interpol has links, police forces may be proactive in identifying and detaining individuals on red notices. It is not an arrest warrant, but many countries treat it as an arrest warrant. Due to the Red Notice, the accused cannot travel internationally, as he may be detained upon entering any country. Many countries may detain the person at the airport or block the border. Upon arrest, the accused may be subject to extradition proceedings to his or her home country based on the charges against him or her.

According to the extradition law, the country concerned can bring him before a tribunal or court. Interpol's red notices cause police forces and law enforcement agencies in various countries to exchange information about the accused and cooperate in investigations.

Banking, business, and social status of a person under red notice can be negatively affected. In many countries, receiving such a notice results in the closure or seizure of bank accounts and can also lead to obstruction of public office or duties. Having a red notice effectively isolates the accused on the international stage in many cases, as it becomes difficult to enter and conduct financial transactions in different countries.

What are the types of Interpol notices?

Interpol has 8 types of notices. These are-

Red Notice: A search for the whereabouts and arrest of a person for the purpose of trial or sentencing.

Yellow Notice: Assistance in locating missing persons, especially minors or identifying those who are unable to identify themselves.

Blue Notice: To collect additional information about a person's identity, location or activities in connection with a criminal investigation.

Black Notice: To gather information about unidentified bodies.

Green Notice: To provide warnings about the criminal activities of persons considered to be a threat to public safety.

Orange Notice: To warn of any event, person, object or process that may pose a serious and imminent threat to public safety.

Purple Notice: To collect or provide information about methods, objects, devices and methods of concealment used by criminals.
