Citizen unity has sent a proposal to reform the constitution


'The Prime Minister cannot hold any party post. Members can be at any level of the party. No member of the cabinet can hold the post of president, general secretary or general secretary at any level of the party.' In the proposal, Nagarik Oikya said, 'The constitution has been amended 17 times in the last 53 years. Most of these amendments have been made to serve the interests and power of the ruling government and parties. These purposeful amendments must be cancelled.'

“Restrictive laws which have been legalized by the amendment must be repealed and the passage of unconstitutionally unconstitutional laws and other provisions must be blocked in the future. Any provision contrary to fundamental rights should be constitutionally blocked.' Citizen unity demanded.

Prominent among the constitutional reform proposals are separation of powers and establishment of logical balance between Parliament, Executive and Judiciary. Establishing a balance of power between the President and the Prime Minister. By reforming Article 70 of the Constitution to ensure the right of the people to give independent opinion and represent the people in all bills except for the vote of confidence and passing the budget. Abolishing the constitutional power to impose restrictive laws on the people.

Also, establishing a democratic and accountable state, government and constitution ensuring the full effective independence of the judiciary. Abolition of Prime Minister's interference in appointment of Auditor-General and Comptroller to ensure financial accountability of the Executive. Article 66(2) (d) (restriction on participation in elections), a person convicted of an offense involving moral turpitude cannot participate in an election; The term 'moral lapse' is vague and prone to misuse. Political vendettas create opportunities to keep the opposition out of elections through false cases; Amend this clause. Re-establishment of electoral neutral caretaker government system.

Citizen unity has proposed additions to the constitution reform. Notable among these are the re-introduction of plebiscites; Introduction of re-call system (the 're-call system' is needed to make elected representatives accountable to the people throughout their term and to incentivize leaders to maintain integrity and efficiency, knowing that the people can remove them); Gender equality and women's rights; Formation of 'Parliamentary Ethics Committee' (this committee will deal with all ethical issues, conflict of interest issues); Decentralization of the local government system and reducing the influence of the ruling party on the government.
