The two important issues were discussed at the Foreign Service Academy with the consensus commission on Sunday at the second day of the second phase of various political parties. The Bangladesh Nationalist Party (BNP) has presented their specific position in the discussion. With some proposals of the consensus commission, the BNP is maintaining clear distance. The caretaker government is trying to trust the court in question. However, the BNP wants to remain in the existing system on the question of decentralization of power. The party does not think the head of the same person, especially the government, parliament and political parties.
A fundamental debate has arisen at yesterday's meeting of the consensus on the decentralization of power: Is the same person the party chief, prime minister and leader of the parliament – can these three important positions be able to stay together?
Salahuddin Ahmed, a member of the standing committee of the party, made the BNP's position in the field. He said the BNP is not in favor of any obligation on whether the same person will be able to stay in these three positions. Obviously, the proposal of the consensus commission and the political party of a major political party of the country raised deep questions about the balance of power and the future of party democracy in the democratic structure of Bangladesh. The BNP is emphasizing the internal democratic rights of the party, though the question of democratic practice within the party remains. He never publicly expressed a clear outline on how to practice democratic within the party. Politics analysts believe that the politics of Bangladesh has been practically stuck in the family -centric cycle for a long time.
In this case, the Commission and the other parties are emphasizing the balanced distribution of power and the development of leadership. Parties like the Committee Commission and the National Citizens Party (NCP) have highlighted the arguments behind the government's head (prime minister) and the party chief not to be the same person.
A person is a party chief, prime minister and leader of the parliament – if these three important terms are together, the establishment of alternative leadership in the party and the greater political system is disrupted. It limits the opportunity to get up and experience other qualified people.

The BNP caretaker government is confident of the court verdict in restoring the system. They hope that the matter, pending at the review level of the Appellate Division, will be reopened through the court verdict. However, Salahuddin Ahmed also said that if the court ruled that the system was not reinstated, the Jatiya Sangsad also had the full jurisdiction to bring this system back by enacting new laws.
An important consensus in the discussion is that the judiciary should be left out of political debate. There is a total agreement between the political parties in this regard. The consensus commission has prepared a draft on the issue and the parties have been asked to comment on Tuesday.
A new outline has been proposed to appoint the chief adviser to the caretaker government in discussions with the consensus commission. It has proposed to form a five -member committee, where the Prime Minister, the Speaker, the Leader of the Opposition, the Opposition Whip and the third largest party can have a representative. This committee will be able to convene proposed names from different parties or people and after shortlist, the chief adviser will be selected through the rank choice voting.
The proposed caretaker government will carry out the election duties for 5 days and the opportunity to extend the time for another 5 days in emergency circumstances. If the caretaker government is effective, the power and responsibilities of the chief adviser will be the same as the Prime Minister, but in a limited range – Rutin will be limited to responsibility.
