The BNP finished the first phase of the national consensus commission's important proposal. The party did not agree to the National Constitutional Council (NCC), saying the risk of state management and the executive department could weaken. The party proposes to appoint the Chief Justice from the highest number of judges in view of the doctrine of nessity (in need). In addition, they disagree with the proposal to disqualify the accused in the International Crimes Tribunal (ICT) case.
As part of the dialogue with the political parties in the reform of the state, the National Commonwealth Commission started the dialogue with the BNP on Thursday. On that day, the meeting took place after discussing the constitution and the judicial system. Then the meeting of Sunday was discussed after the same topic. The meeting, which started again at 9am on Tuesday, ended at an hour at around 6.30pm. It discussed the proposal of the Commission on the Constitution, the judicial system, elections, the public administration and the Anti -Corruption system.
According to the meeting sources, the BNP discussed the recommendations of the Election system Reform Commission yesterday. According to sources, the Commission has made a separate agency from the Election Commission (NID) on the recommendation of the Commission, the Independent Commission to determine the boundary of the seat, the failure of the constitutional duties and the subsequent parliamentary committee investigating the next parliamentary committee and the chargesheet in the ICT court case. Their point is that the first three implementation will reduce the power of the Election Commission and will hurt the independent entity of the Commission. A letter was also sent to the National consensus commission on these three issues.
The Reform Commission recommended being a candidate in the parliamentary election shortly after the convicts were convicted in the ICT court. That is, if this recommendation is effective, no person can be a candidate if a person is convicted in the tribunal. In this case, the High Court does not appeal – those who will not play any role. Disagreeing with the matter, the BNP has said that the matter is not rational internationally.
The Judicial Reform Commission's proposal has been asked to make the oldest judge the next Chief Justice. The BNP disagreed with the matter, saying that the Chief Justice could be appointed from the senior three judges, considering the 'Doctrine of Nests'. Salahuddin Ahmed, a member of the standing committee of the party in this regard, said, “Our proposal is … some inconsistencies in the state have been seen earlier. If we specify in all cases, if there is no alternative, if we want to make the judiciary completely independent in the future, if a controversial person (if) is the Chief Justice, it will not be good for the state. '
The BNP has disagreed with the Constitution Reform Commission's proposal to be the highest prime minister twice. The party's proposal states that after two times, there will be a chance to become the Prime Minister again. However, it was said that one would be the highest three -time prime minister in the discussion of the meeting on Sunday. The BNP has positively accepted the matter. Salahuddin Ahmed said, 'Wait for an alternative proposal. And they did not formally propose. '
The Constitution Reform Commission proposal states that in the proportion of the proportion of the parliament will be elected 5 members of the upper house of Parliament. Although the BNP agrees about the five members in the upper room, it is in favor of dividing the elected seats in the election of the existing constitution as the nomination system of the existing constitution.
The BNP does not agree with the proposal to form the National Constitutional Council (NCC). The remaining three will have Supreme Power (maximum power) in the hands of the other three. Then the state of the state may become imbalanced. The BNP does not agree to the proposal to form a district and upazila -based civic committee of the Public Administration Reform Commission. The party does not agree on issues such as reducing the number of ministry, changing the post of the Deputy Commissioner and the Upazila Executive Officer, the appointment of Upazila Public Safety Officer and the introduction of provincial governance and strengthening the municipality.
Other issues that the BNP did not agree include the creation of the Superior Executive Service, the president of important parliamentary standing committees, including the public account of the opposition parliamentarians.
Meanwhile, new proposals have come up in dialogue with political parties, said Vice -President of the National Unity Commission Professor Ali Riaz. In the inauguration, he said the new proposal had come to the discussion. They should be discussed with the concerned commissions. Because they have come to the National consensus commission from the commissions.
