Mokhles Ur Rahman, addressing the 'Dear Senior Secretary', requested Mohammad Ejaz, chairman of the River and Delta Resource Center in the local government adviser, to take action on contractual appointment for two years as an administrator at Dhaka North City Corporation.
In the letter, he also wrote, “Mohammad Ejaz is a skilled and experienced officer. In his career he was associated with many important tasks. I think the image of the organization will be brighter with the speed of the work of this organization if he is promoted as the administrator of Dhaka North City Corporation. ”
The letter has gone viral on social media as many people are watching the subject with criticism. Critics say this happened during the political government. The ministers or prime ministers or MPs used to put their people in power with a semi -government letter (DO letter). The current interim government is also sitting in power with the DO of their favorite people like the political government of the past. If this is the case, then where is the difference between the past? Where is the change after such a movement?
However, many are looking at the matter positively. According to them, Advisor Asif Mahmud did not interrupt the rules by writing this letter to the senior secretary of the Ministry of Public Administration. In accordance with the existing law and ordinance for any reason the appointment of administrators for the city corporation, the appointment of the Administrator in the City Corporation has been kept in accordance with the existing Local Government (City Corporation) Act, 20-20. According to the Local Government (City Corporation) (Amendment) Ordinance, 2021, the power of the government in the appointment of administrators and forming a committee in special circumstances (1) Whatever is in other laws or any other law in force, the government, the government,. However, Executive Director of Transparency International Bangladesh TIB. Iftekharuzzaman told the Bangla Tribune that the adviser Mahomed wrote a letter along with the senior secretary of the Ministry of Public Administration. There was no disruption of the existing law or ordinance here. Because the Dhaka North City Corporation is an important organization in the ministry in charge of it. According to the law, he can write to the secretary about the appointment of anyone. However, he has proved that he wrote this letter without being informed about the skill or ability of his proposed officer even if it was not mentioned in the law. I believe that the skill experience and qualifications of the proposed officer as an administrator must have been with the advisor.
