On Tuesday (November 19) a notification in this regard has been issued from the Cabinet Department.
It is said that the Chief Adviser on Rohingya issues and priority issues while holding as 'High-Representative'. Khalilur Rahman will be entitled to the status of adviser, salary and perquisites. This order will be effective immediately.
Dr. Khalilur Rahman joined the Bangladesh Civil Service (Foreign) cadre in 1979. He secured first rank in the first regular BCS examination of Bangladesh in 1977 and first rank in first class in MA examination in Economics of Dhaka University in the same year. In 1978-79, he was working as an executive in American Express International Bank. In 1980-83, he studied at Tufts and Harvard University in the United States. He holds an MA in Law and Diplomacy and a PhD in Economics.
During 1983-85, he served in the South Asia Division of the Ministry of External Affairs and as Private Secretary to the Minister of External Affairs. In 1985, he was transferred to the Permanent Mission of Bangladesh to the United Nations in New York. There he represented Bangladesh in the Economic and Financial Committee of the United Nations General Assembly and served as the spokesperson of Least Developed Countries (LDCs) in this committee and in the Economic and Social Council of the United Nations.
Dr. Rahman joined the UN Secretariat in 1991 as a Special Adviser to the United Nations Conference on Trade and Development (UNCTAD) in Geneva. Over the next 25 years at the United Nations, he held various key positions in New York and Geneva, including Chief of Economic, Social and Development Affairs in the Executive Office of the UN Secretary-General; Executive Secretary of the UN Secretary-General's High Level Technology Group; Head of UNCTAD's Technology Division, Management Division and International Trade Policy Analysis Group; Head of the UNCTAD Bureau at UN Headquarters; Head of the Least Developed Countries Program at the United Nations Secretariat; Chair of the United Nations Inter-Agency Group on Tariff Barriers to International Trade; and chief coordinator of programs on new and dynamic sectors of world trade.
In 2001 Dr. Khalilur Rahman III worked as the private secretary to Justice Latifur Rahman, Chief Advisor to the Caretaker Government. Dr. Khalilur Rahman is one of the founders of East West University located in the capital Dhaka. Currently, he is serving as a member of the Board of Trustees of this university.
