What is written in the notification

President Draupadi Murmu “In exercise of the powers conferred by section 73 of the Jammu and Kashmir Reorganization Act, 2019 (34 of 2019), read with Articles 239 and 239A of the Constitution of India, the Center for Jammu and Kashmir “The order dated October 31, 2019, in respect of the Union Territory, immediately before the appointment of the Chief Minister, is repealed under Section 54 of the Jammu and Kashmir Reorganization Act, 2019.”

What is President's rule?

President's rule in the states is explained in detail in Article 352 of the Constitution. According to this, if the President is not satisfied that the state government is not working as per the Constitution, then President's rule can be imposed in the concerned state on behalf of the President. However, it is also necessary to approve it by both the Houses of Parliament within two months of the imposition of President's rule.
