The National Conference, which won 42 seats in the assembly elections, is still on the path of running the government on its own terms despite being in the NC coalition government. In order to have minimum dependence on alliance partners Congress, CPIM and AAP, NC is including independent MLAs in its party so that it can run the government on its own.
The NC is making efforts even before government formation to run the government on its own terms without minimal interference from the coalition partner. NC has gathered the required majority on its own. Now AAP has also got support along with independent MLAs of NC.
In such a situation, the party seems to be avoiding giving major importance to its alliance partner Congress with six MLAs in the government. If sources are to be believed, Congress had asked for two ministries and the post of Minister of State in the coalition government, but NC is in no mood to give them more than one post each. The government does not want to act under the pressure of NC alliance. In such a situation, she is giving minimum importance to Congress.

There are 34 MLAs in the opposition, of which 29 are from BJP, three from PDP, one from PC, one from AIP.
