The People's Rights Council has proposed 22 points to reform the Anti-Corruption Commission (ACC). The proposal was submitted to ACC Reform Commission chief Iftekharuzzaman on Wednesday (November 27) afternoon.
The general secretary of the People's Rights Council appeared directly at the office of Transparency International Bangladesh (TIB) in Dhanmondi. A delegation headed by Rashid Khan submitted the proposal.
A brief meeting of the delegation of the People's Rights Council was held with Iftekharuzzaman. General Secretary there. Rashed Khan expressed his determination to cooperate with the ACC Reform Commission to eradicate corruption from Bangladesh.
Among the recommendations of the People's Rights Council to the ACC Reform Commission is to make the Anti-Corruption Commission a truly independent, accountable and people-friendly institution by reforming the ACC Act. Separate cadre should be introduced for ACC in BCS. It should be made mandatory for those who have an annual income of 3,50,000 (three hundred and fifty thousand) taka in Bangladesh to submit the statement of assets to the concerned ACC office by December 31 every year. ACC should have its own office in each district. Apart from this, the ACC will have its own force, whose task will be to conduct regular anti-corruption operations and arrest the corrupt.
It has also proposed that the President will take the initiative of enacting the search committee law and forming the search committee based on the opinions of political parties and citizens. The search committee will finalize the names of twice the number of members of ACC chairman and commissioner through media publicity and public hearing. The President will appoint the Chairman and Commissioner from the names. The ACC Secretary will also be appointed through a search committee process. Anti-corruption commission will have 1 chairman, 8 commissioners (8 divisions). Every police station will have an ACC complaint box, so that anyone can easily trace the corrupt person through a complaint. ACC hotline 106 should be made more effective and complainant information should always be kept confidential. There will be 8 Scrutiny Committees for 8 Departments for Scrutiny of Grievances. The Scrutiny Committee will be headed by a Commissioner. The committee will also have 1 DG, 2 directors, 2 assistant directors.
