The government will change the district commissioner again


The interim government hastily appointed new Deputy Commissioners (DCs) in most districts after the government was overthrown in a popular uprising. Many of the new DCs are now facing various allegations. In this situation, the Ministry of Public Administration is going to start the process of appointing DC from among the new officers.

Not only the appointment of new DC, but also the promotion of Joint Secretary and Additional Secretary soon. Most of the previously deprived officers who have been promoted to the post of Additional Secretary will be promoted to Grade-I posts. Apart from this, it has been decided to appoint 18 thousand 149 people on cadre and non-cadre posts in five BCS.

Mokhles Ur Rahman, Senior Secretary of the Ministry of Public Administration, said in a press conference at the Secretariat on Sunday, 'There has been a lot of controversy regarding the appointment of DC. The work of listing the fit of the new DC will begin. We will try to give new DC as decided by the government. This work will start soon through SSB.'

Fit list is made from among the Deputy Secretary level officers to be appointed as DC. Those who are now in charge of DC, the interim government hastily made a fit list and appointed them from there. However, various complaints have been raised about the appointment of DC. Some media also reported that 34 of the DCs currently in charge are controversial.

DCs were in charge of returning officers in the 12th National Assembly elections. The Divisional Commissioners of Dhaka and Chittagong were appointed as Returning Officers for their metropolitan seats.

The government appointed new DCs in 25 districts on September 9 and in another 34 districts on September 10. Undersecretary level officials created an unprecedented ruckus in the Public Administration Ministry based on this appointment. After investigating the incident, the culprits have been given administrative sentences for different periods.

On September 11, the appointment of DCs of eight districts was canceled after objections were raised about the appointment of DCs. After remaining vacant for one and a half months, the government appointed new DCs in eight districts on October 30. A new DC was appointed at Feni on 9 November. The interim government has appointed new DCs in 60 districts.

A national newspaper published two reports alleging large sums of money in DC recruitment. The report also claimed that Mokhles Ur Rahman, senior secretary of the Ministry of Public Administration, was involved in the money transaction.

Mokhles ur Rahman said in a question about this yesterday, 'I took it positively. The newspaper that published it, maybe they didn't understand or misunderstood. Now they realize that was wrong.'

Public Administration Secretary said, new cabinet secretary has joined, SSB has been formed. Promotion from Deputy Secretary to Joint Secretary will start soon. Additional Secretary will be promoted from Joint Secretary.

Mokhles ur Rahman said, 'It has been decided to give grade-1 to the additional secretaries who have been promoted as deprived and will retire soon. Many have a month of employment, some have 15 days, 20 days. I think many will be promoted and will benefit socially, familially, financially.'

However, all additional secretaries promoted as deprived will not be promoted to grade-1 post, Public Administration Secretary said, if there are disciplinary cases, criminal cases, if there are other charges against anyone, they will not be given grade-1. There are currently 465 additional secretaries in public administration.

18,149 people will be appointed in five BCS

In the press conference, the secretary said that the government will appoint a total of 18 thousand 149 people including 12 thousand 710 people in cadre positions and 5 thousand 439 people in non-cadre positions through five BCS.

Out of this, 2064 people will be appointed in 43rd BCS, 1710 people in 44th BCS, 2309 people in 45th BCS, 3140 people in 46th BCS and 3487 people in 47th BCS. And for non-cadre posts, 642 people will be appointed from 43rd BCS, 1791 people from 44th BCS, 1570 people from 45th BCS, 1111 people from 46th BCS and 325 people from 47th BCS. In total, 18 thousand 149 people will be recruited in five BCS in cadre and non-cadre mix. In these recruitments 7 percent quota and 93 percent merit will be appointed.

Accounting time increased

The deadline for submission of asset declaration by government employees has been extended by one month. The Public Administration Secretary said in the press conference that the current year's asset statement is to be submitted by November 30, but it can be submitted till December 31. He said that no one has submitted the statement of assets in the last 16 years. Many people do not understand how to submit it. The time for this has been extended till December 31.
