46,000 job seekers are stuck in the interpretation of quota even after passing the oral test


Although the oral examination of 21 districts of Dhaka and Chittagong division has been completed in the third phase of primary school assistant teacher post, the final result has not been published for a long time. Also joined the selected jobs after declaration of final result of other two phases. As a result, more than 46,000 job seekers waiting for recruitment in the third phase are disappointed.

Officials of the Department of Primary Education say that the matter is awaiting the opinion of the Ministry of Public Administration. There is ambiguity about how the quota will be distributed. This is why the result is getting delayed.

An official of the Department's Policy and Operations Department said on condition of anonymity that the Ministry of Public Administration has not yet given any explanation as to whether the new notification on quota will be followed or teachers will be appointed as per the Primary School Teacher Recruitment Rules-2019. For this reason, they have stopped the process of publishing the results.

He said, 'Whether there will be a quota system for the primary, how will it be; A letter has been given to the public administration in that regard. It is now with the Law Ministry. After receiving the opinion, the final result of this appointment will be published.

It is known that assistant teachers are appointed according to Primary School Teacher Recruitment Rules-2019. According to the Recruitment Rules-2019, in each category of three quotas of women, pets and men, 20 percent candidates with bachelor's degree in science or equivalent must be recruited. However, in this way, if qualified candidates for science subjects are not found in the three quota, then the appointment can be made on the basis of merit.

In the face of the students' movement, all the previous circulars, notifications, orders, directives and regulations related to quota have been canceled through the notification issued by the Ministry of Public Administration on July 23 this year. According to the new notification of the Ministry of Public Administration, 93 percent recruitment will be based on merit in all grades of jobs in government, semi-government and autonomous organizations. The remaining 7 percent recruitment will be on quota basis.

As a result, the Department of Primary Education is in a quandary whether to follow the primary teacher recruitment rules or to follow the latest quota distribution notification of the public administration.

On 14 June 2023, the recruitment circular for the third phase of the recruitment of assistant teachers was published. The written examination of two sections was held on March 29. The results of the first round were declared on April 21. The Directorate published the revised result the next day. 46 thousand 199 candidates were selected for the oral examination.
